ckEditor doesnt work

I'm trying to put a pe:ckEditor in my page but it doesnt shows on screen, i'm using it in this way:

<pe:ckEditor id="editor" value="#{worksheetMailBean.message}"/>

I tried with the toolbar attribute but nothing happens.
It only shows an inputTextArea.
