Layout toggler has Z-index problem

We love the new "layout" component in the PF Extensions. It is a huge improvement over the current layout.

However, we found a small issue with it.

We found that the little ui-layout-toggler icon has a Z-index setting such that when you drag a <p:dialog> over it, the icon appears over the dialog.

It should be trivial to reproduce.

In this screenshot, I've placed the dialog box so that it overlays half of the icon, but as you can see, the icon overlays the dialog.

I, of course, should've mentioned that I see this behavior in 4.0.0. I have not yet tried the recently released 6.0.0

I have taken over development of this and I can confirm that in PFE 6.1 this issue is not present.
