In case a component is horizontally is overlapping with the dock then the component can not be selected. This can be a row of a datatable or a horizontal scrollbar (e.g. of a layout unit) that cannot be selected anymore.
It doesn't matter that the dock is in the center and e.g. the component is visibly not close to the dock (e.g. left/right side).

Please also provide a case(a simple jsf page would do) so we can try to replicate it.

On top and bottom is the dock component and in between the source code. The source code can be selected (e.g. double click on the last tag "p:menuitem").
Now make the browser smaller in the height so that the dock is on the same level of the tag. Now you cannot double click on it anymore.
