The full page layout size is calculated incorrectly in IE7, which results in an unnecessary scroll bar on the right:

That's true, but only in standard mode. In quirks document mode is everthing ok in IE7.

This example doesn't have scrollbar, for both mode - standard and quirks, but .... it has a placeholder for scrollbar (without slider to scroll). Strange. One reason to migrate to jQuery layout back

Quirks mode is for backward compatibility, mostly used to still apply the IE hacks for old websites.

Recommended way is not to use the quirks mode by using a proper doctype but who know what IE will do to your pages
