Dashboard: sort elements by drag & drop on content

I've recently upgraded to PF4 after using 3 for a while and I've noticed that Dashboard panels can now be rearranged via drag & drop on the handle alone and not the content.

Since PF3 allowed that behavior and I couldn't find anything about this change in the log, I'd like to ask if this change was intended and if/how I can recreate it on PF4.

I don't think it was intentionally left out, but rather that it 'by accident' worked like that in 3. Personally I like just using the header better since it allows me to select content which was not possible in 3

I see, in that case I'll have to adapt my code accordingly -- for the record, I used to have a draggable CommandLink as the Panel's content.
I suppose there's no way of doing that in the Panel's header so I'll look for an alternative.
