how to tell when a file upload is finished?

i am using the file upload, and i can make it "growl" when complete, but how do i programmatically know when the upload is done? for instance, if i have a form, and the user uploads a file, and i dont want them to be able to submit the form until after the file upload is complete. how can i know?
