Empty tooltip displayed in dialog

I'm using the tooltip component with the global attribute set to true.

I figured I'd just put this component in my template and all pages would enjoy nifty tooltips.

Well, dialogs containing command buttons without a title attribute specified display an empty tooltip on hover. I don't want any tooltip for these buttons since they are self explanatory.
