PickList onTransfer only on buttons

In a picklist you can drag-drop, double-click, or use the buttons to transfer values from either side. But the onTransfer callback seems to only be firing for me when the button is pressed. The other transfer types do not fire the onTransfer callback.

I am using the showcase and simply added onTransfer="alert('cityTransferFired!')" to the component.

Is this expected? Is there a way to fire an event with any/all data changes within the picklist component?
