Building themes from external css (not jar)

Hi folks!

It's possible to build themes that load css from an external source?

Let me explain:
My organization has applications build with jsf+primefaces AND other web technologies, like pure html, angular etc.
Our designer needs to maintain all applications with the same visual identify, following the style guide. This non-jsf applications use all the same CSS source file, build with SASS and distributed to our static files web server. The jsf-primefaces apps needs to be rebuild, repackged and redeployed to get the theme updates, and the other web apps get updated on the fly.

Can you suggest me a solution?
