We are using the global tool tip . i have noticed that the global tool tip doesn't work with the disabled fields . Can we please confirm ?
using PF3.2, Mojarra2.1.3

Yes, that's right. Disabled elements don't respond and don't trigger events (mouseover, mouseout, focus, etc.). If you want to disable an element and run a pe:tooltip on it (actually any other tooltip too), surround the element in a wrapper and apply the tooltip to that instead. A wrapper can be for instance a simple span element (h:panelGroup).
