is there away to include a custom skin, without repackaging the extensions?

If you are asking about themes then Primefaces Extensions work with Primefaces Themes.

i think it would be possible if your create the same directory structure in your webapp -> resources/primefaces-extensions/ckeditor/skins/yourSkin.
