Is there a way to use picklist component with tree?

Is there a way to use picklist component with tree? Or something similar to this? The purpose is to group for example cities of each country, enabling the select of all or select a specific city.

I would definitely not try and use Picklist inside of a tree. Picklist is quite complex. I am not quite sure I understand what your use case is.
