How do I position the toggler to the left on p-panel?

I have a p-panel control where I need to keep the ui-panel-title on the left, but I need to reposition the toggler to the left of the text (final result:
+ Title
). Currently the toggler (+) floats all the way over to the right.
One I get the toggler and title on the left I'll need to put a button where the toggler used to be, on the right.

I've been trying to get the following classes to work, but so far no luck:
body .ui-panel .ui-panel-titlebar { }
body .ui-panel .ui-panel-titlebar .ui-panel-titlebar-toggler { }

Can anyone guide me on how to do this?
