I did this by using tab-menu and a dropdown, but it wasn't straightforward. In my angular component, I detect the width of the parent container, and then a detect on the content of the tab-menu. If the width of the tab-menu is greater than the parent element, I use ngIf to hide the tabs and show the dropdown. Kind of a pain, but it worked.
