adapting a premium template/theme vs creating from scratch

My current company will buy a prime theme/template. However, it is necessary to do changes to be compliant with company style. Would you suggest buying the template/theme and then modify it? Or would you suggest to create a new theme from scratch? How should we the approach to this?

Second question: If we buy a premium template, do we get automatically access to the primeng bug fix releases?
