Is there any way to manage tooltip independently

Hello. Can we implement prime tooltip like validation message? We want to use a tooltip for validation but pTooltip has only focus and hover events. Is there any way to manage tooltip like ngbTooltip? There is an example link below:

As result, I want to display or hide tooltip for form validation. Such as field is required or min length is not specified etc.
