Button :hover, :active, :focus is a mess!

My setup: PrimeNG Designer 8.

Is there anyone out there that has successfully managed to get the button 'states' to work visually as one would expect?
The buttons in this framework do not work correctly from a UX/UI point of view, and the CSS :hover, :active and :focus states are a mess visually.
When a button has :focus and you move the mouse off the button it changes color! When hovering back on it, a :hover is applied on top of the current :focus state and changes color again!
PrimeNG is the only framework where I have seen this behavior and the only way I can get it to work is with CSS !important overwrites. As we all know, this is a big 'no no' in CSS authoring and I would like to know how to fix this before purchasing a commercial licence. The only thing I can think of is that it might disappear when the button actions are wired up and do something. At this point, I'm only re-styling the CSS in the 'mytheme' theme that ships with PrimeNG 8.

Any help will be greatly appreciated folks ;)
