Locking certain items in place in OrderList component

I did a quick search on the forum but couldn't see if anyone had asked about this. I was wondering if it is possible to lock items in place in the OrderList component. Like for example, say I have 50 items and I want to lock the 42nd one in place, so that if anything from items 1-41 tries to get moved to 42, it can't, or if they try to go below item 42, it should push the item below 42 up to position 41, keep 42 in place, and move everything else up as expected.
