Tooltip remains visible after clicking the target

After clicking a new selection on a p-dropdown, the tooltip appears and remains frozen. Here, 2 tooltips are frozen even though I have clicked elsewhere in the window.



This may have been previous reported (#2196, #3537) and was marked as resolved yet persists all these versions later.
