I don't understand. My Ruby/GEM based sass should monitor some directory to convert it from scss to css. The same could be done with Koala for example. But what should I do when I am compiling the project within NetBeans IDE??? As a result it will be a WAR file. This WAR then will be automatically deployed on GF4... I do not see the moment when I could include sass activity...

I have changed the Maven to custom location with newest version. Now it works fine. You should write some howto/blog for NB 8.1 or higher.

Tag is the project source itself, the compiled css files are provided in the icarus-layout zip file. When using the layout, you better use the resources inside icarus-layout.zip.

I'd suggest using another sass builder integration like your favorite ide or command like if you are making changes.
