Theme dialog titlebar problem

The dialog titlebar isn't very pretty. I think the problem is in the omega theme.css

A background-color is also missing.

Background is by design, we can improve locations of icons but omega theme is in PrimeFaces unlike other premium layouts so we can do this small change for 6.0.x and 6.1 not in Omega layout distribution.
