Creating Template to use within Different Projects

All,

We want to create a universal template, or templates, that we would use as standards for multiple projects. We're trying to determine the best way to do this.

For our project we are using jDeveloper because we're an Oracle shop, however it's similar to Eclipse in aspects.

Let's say I have an application that contains all of my templates, and another one that contain web pages for inspection reports. When I try to load the templates into the project it's not putting them in my WEB-INF folders, but instead loading them into another place called Application Sources.

Is there anyway to accomodate this difference? Or is there a way to package these as a jar file, create a shared library, and reference them that way?

I guess ultimately, if we want to use templates through multiple applications / projects, what is the best way to do this with creating duplicates?
