Putting another component into a Panel header?

Is it possible to put another component inside the header of a panel? I would like to add a FileUpload button inside the header portion of a Panel, but the only way I can see it possible to edit the header tags is via the header="insert header here" tag in the HTML. Has anyone been able to do this, or would I be better off creating a box from scratch?
