Problem in rendering of css files after running project

Having problem while running project preloading and theme files not getting rendered. Getting response as 404 not found. In index.html extensions of both file is css but actullay those are scss file. Eventhough i changed extension it dont work response comes as 304 not modified . I am sharing screenshot of it please suggest some solution.
