I did do a global install of sass and ran the command you suggested, and it worked. But still, this should not be required, it should just do that as part of the build. But if for some reason it MUST be required now, then you need to provide that information up at the top of the documentation page, not buried way down deep.

There are scss files that must be change, depend on theme and layout option on AppConfig and these files must be generate, that's why you should especially run the sass command.
