buying the Designer API, I can build my theme and can I resell my sass \ css created for other developers?

Refer to the license details. I think for your purpose you need the extended license (https://www.primefaces.org/designer/licenses/).
You can sell an end product, which is something (a template or application,..) that includes the generated CSS from the designer api. You cannot just go ahead and sell the designer api with adapted variables for instance in my point of view, it needs to be included in something bigger...
Can someone confirm this?

Yes, I am afraid license does not allow creating a site builder as explained in license terms regardless of basic or extended.

Okay, thanks for the Catagay reply.
I would like one more clarification, now just over .CSS.
Question: The themes developed with the api designer, which I do ... I can only make the .css available.
I ask this, because we have an application builder (crud), and I will deliver all the code in angular, but I also need to deliver the .css (just) of thema that I created.
Does the extended license I buy allow it?

I'm afraid not, CSS itself cannot be distributed as a standalone.
