How does Primeng Theme Designer work with comercial themes like for example California for Primeng?

Are those totally unrelated products, is PrimeNg Theme Designer included in the theme or can be the theme designer api used to modify it?

California theme is based on Designer API meaning it has its own designer fork. California and Designer are totally different product though with their own licenses.
