From working with Rain it seems that the jar should contain the CharacterEncodingFilter

Do you get an error with Rain.jar? We have not added CharacterEncodingFilter file to any template until now. I think you can add it to your app according to your needs.

I did get an error with the jar. But I'm not trying to build the demo. I'm moving a project from Ultima to Rain trying to use only the jar and zip file content. Placing the filter in my source tree gets rid of the error and so does adding it to the jar. Since the filter is part of the demo and not in the jar or zip file content, the jar seemed like a appropriate place.

No, Users can have different encoder codes. I checked Ultima and Rain jar. Neither of them contains this file.
